Yes you can appear for jee main in 2021.but it will be your last chance the next year as a candidate can give JEE Main exam six times over a period of three consecutive years. In a year, a candidate can appear for JEE Main twice in the months of January and April.

Are you trying to say that you have not cleared your xii STD form UP board  and you filled as 12 appearing in your jee main January form and it was rejected..

Now you will again appear for board exams in 2021. So first get passed in your xii STD board then you will be able to think for further doing nit as eligibility criteria is to get under 20% percentile.
