I am afraid if you didn't apply for the 1st and 2nd rounds of counselling, then you cannot apply directly for the mop up round counselling.
It is mandatory that a candidate registers for the 1st round of counselling in order to apply for the second round and then, apply for the 2nd round in order to attend the mop up round.

I hope you are doing good. Now Coming to your query, yes Thejus you can apply for Mop Up. As per rules, Only those students who got a seat in the 1st or 2nd round are not eligible to participate in Mop-Up round. Even though you didn't register for 1st or 2nd round you can apply for Mop-Up round everyone has to freshly register for Mop Up round. So don't worry.
