To get admission in NIT you need to clear JEE Main entrance exam while to get admission in IIT you need to clear JEE Advance exam.The total number of seats in NIT are 21,133 and total number of seats in IIIT are 4300 approximately.So your rank must atleast be under 20,000 to get admission in NIT.With 44000 rank its way too difficult to get NIT or IIIT.
You can try in your state government college.Your rank is good enough to get you admission in good state government college.

As you have got 44000 rank from obc category in jee mains then sorry, you can not get a seat in any nits, if you belong from other state.
Now if you belong from home state of some nits, then there is a chance that you can get seat by applying your home state quota with this much rank.
So, if you belong from home state quota then the nits which you can get (as per the last year cut off closing Trends) are :-
Nit manipur
Nit arunachal Pradesh
Nit srinagar
Nit puducherry
Nit silchar
Nit goa
Nit jalandhar
Nit hamirpur
But if you are an other state candidate then you cannot get any seat in josaa counseling till last rounds.
Also note that for getting admision or seat in iits you have to secure a rank in jee advanced. And only in the basis of your jee advanced rank you will get the seat in iit as per your rank.
