Sir I get 52 percentile in jee mains April attempt and my rank is 215777, I belong to OBC category can I get any govt. College???

Well at this rank and percentile you might not qualify for JEE advanced.

As this years JEE advanced cut off was around 74%ile for OBC category.

So I would recommend you to prepare well for state engineering exams like WBJEE and UPSE etc.

Reasons

Some state engineering colleges admits some reputated engineering colleges which are far better than many new NIT's.

So I would recommend you to not to loose hope and to prepare well for state engineering exams.
