I am assuming that you are from general category and that you have a domicile in West Bengal. According to your rank you can get CSE in these inctitutes:

Yes. You wont need donation. Just wait for the counseling and dont worry. As far as I know through last year records and my friends you will get a seat by the 2nd Round(or maybe even the first round) without any donation.
