Yes, you can apply for jee advance 2020 on the basis of your percentile obtained.
The qualifying cutoff is released alongwith the results is released by nta.
The qualifying cutoff to appear jee advance 2020 for a OBC category candidate is 72.8887969
As your percentile is 75 you are eligible to apply for jee advance.

Result is came out and with that cut off is also out for all category here is the list of cut off with the category wise:-
CRL/Genral:-90.37
EWS:-70.24
OBC:- 72.88
SC:-50.17
ST:- 39.06
PwD:- 0.06
According to your category you can clear the cutoff so you are eligible for jee advanced
