With this rank in JEE main general category and also in general EWS category, you cannot get a seat in any government colleges for engineering. Your rank is very high. All the seats get filled up at around 50 k. So you have no chances.
Also in state government colleges you have very less chances as you are general EWS.

Number of seats reserved for OBC NCL is 27% and last rank previous year was 65000 (obc rank)
So when ews reservation is 10% so why shouldn't 17,000(ews rank) get
I mean according to the proportion he should!

It is not possible to get NIT Silchar with this rank. Your rank is quite high to procure seat in any of the NITs or IIITs. As per last year's record, the the maximum cut off was 96k for HS candidate.

Previous year the last obc alloted rank was 65000 and the reservation is 27% for OBC
So when reservation for e w s is 10% then 17000 should also get.
I mean according to the proportion at least!
