Definitely you can get chance for studying in IIT if will secure a good rank in jee advanced. But you need to secure rank under 5-7 k for a good IIT (specific rank vary according to the branch and college you want).
And next thing is that there is no fee waiver in IIT s NIT s even you secure AIR 1 or AIR 10000 or any other rank. Fee waiver in these colleges is given on basis of your category and also on basis of your family income per year.
There are some colleges ( private or some state government) which may give fee waiver on basis of your rank other than NIT AND IIT

For the first question if you'll get good rank in jee mains and advanced then you'll definitely get admissions in IITs subject to condition that you fulfill all the other required criteria.
For the second question if you'll get admissions in IIT then yes you'll get tution fee waiver which will then cost you too less and you'll only give few other charges only so almost negligible fees will be there and thus money is no barrier nowadays.
