The Central Admission Board conducted the Uttar Pradesh Engineering Entrance Exam (UPSEE) on April 21, 2019. The answer keys have been released. The candidates have to apply via the online mode by filling the application form. The candidates could also register as EWS candidates and the candidates who had already registered before March 15th were also allowed to change their category to EWS. 

As for your question, with the rank that you have scored, you will only be able to get CSE in one of the Rajkiya Engineering Colleges or universities like Kanpur University.
