Your English marks are not considered while calculating NEET eligibility. You have to be 17 years old atleast by December 31st of 2020 and you should have secured a minimum aggregate of 50% in Physics, Chemistry and Biology. It is 50% for General Category, 45% for PWD and 40% for OBC,SC,ST. If you fulfil this criteria, you can appear for NEET.

the eligibility condition of NEET UG is -
Candidate must have passed Class 12 or equivalent examination with Chemistry, Biology and Physics as mandatory subjects. They must have scored a minimum of 50% in aggregate and in each subject too. OBC/ SC/ST candidates must have scored a minimum of 40% while PwD candidates must score at least 45% in the qualifying exam.
so you don't need to worry about your english subject marks of 12th.If you fulfil this eligibility condition then you can apply NEET UG 2020.
