Yes you can give JEE mains exam. According to eligibility criteria for appearing in JEE mains you need to pass 12th or appearing.
You can give JEE mains thrice, two times eligibile for JEE advanced also.

Only those candidates who have passed their Class 12th Examination or any equivalent qualifying examination in 2017, 2018 or those who are appearing in their Class 12th Examination or any equivalent qualifying examination in 2019 are eligibletoappear inJEE(Main) Examination.
The minimumage limit for JEE Mainis 17 years. October 1993 i.e. they must notagemore than 24 Years while appearing in the exam. For ST/SC/PWD: The eligibility criteria forJEE Mains2018 says that the candidates belonging to any of these categories ST, SC, PWD can be benefitted with 5 Years ofAgeRelaxation.
