sir my friend expect 80 percentile in jee mains april 2019 from ST category .can he get iiit allahabad.

As per your friends percentile his general rank is approximately between 216912-246912 and your category rank is approximately between 4163-4463.
I cannot tell you for sure because the final cutoff has not been announced yet. It will announced along with the April JEE Mains result on 30 April, 2019.
