Hey,
I am sorry to say but you do not have any chance of getting a government medical College in any state for MBBS as your NEET score is too low.
Even if you go for BDS,the chances are low that you get any government College.
However,you may go for any private medical colleges if you can afford the fees.

Yes definitely you will get best government colleges . You may get AIIMS New Delhi , PGIMER, Chandigarh ,
Armed Force Medical College (AFMC), Pune , Grant Medical College, Mumbai. ,Institute of Medical Science, Benaras Hindu University (IMS-BHU), Varanasi , St. John's Medical College, Bangalore these are the best government colleges in India .
