Based on my knowledge , you may not be able to apply for neet at 11th standard only.
You can only only apply for during 12th standard or you can apply for about 2- 3 times from that till your eligible age

I would like to tell you that there are various eligibilty criteria that you must satisy for giving NEET.

Some of them are as follows:

• One of them is you must be 17 years as on December 31, 2019.
• Second one is you must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subject in both Classes 11 and 12 from a recognized board.

So as you can see that you have not completed 12th std so you cannot give NEET.
