Dear Girish, To clear Civils and become an IAS officer, you have to cross 3 steps i.e. Preliminary Examination, Mains Examination and Personal Interview. First off you need to complete your Graduation because the basic eligibility criteria to apply for Preliminary examinations that you should have a Bachelor's degree. The Prelims exam has 2 papers which test your General Knowledge and Aptitude. You move on to the 2nd round which is Mains only if you clear the Prelims. The subjects that you have studied in your 10+2 and Graduation  help when you have to take an optional subject  during your Mains exam. Because Prelims is all about General awareness and aptitude, say you have cleared it, now you get to choose a subject of your choice in Mains. Now this is where your Bachelor's degree will help you.  Having said that PCM students also crack UPSC.  You have a list of 26 optional subjects to choose from. They are Animal Husbandry & Veterinary Science/Anthropology/Botany/Chemistry/Civil Engineering/ Commerce & Accountancy/ Economics/ Electrical Engineering/Geography/Geology/History/Law/Management/Mathematics/Mechanical Engineering/Medical science/Philosophy/Physics/ Political Science/Psychology/Public Administration/Sociology/Statistics/Zoology/Agriculture. And then you have to select one literature subject. So you can actualluly study your PCM subjects in Graduation and choose them in Mains, prepare well and crack the exam.

So to answer if you have to study Social Sciences you have to study them for Prelims and the Final Interview. But for Maims you can choose among PCM subjects.
