Yes they can fill the form. The university will conduct the admission procedure once all kinds of results that are required are out. If you have certain doubt to perticular college, you can contact there helpline through phone. They will guide you their dedicated process of admission. However, if you are applying for direct admission, you need to wait for the updated result.

As college needs candidates who atleast have passed all the subjects.
