Hello ,

As your query is you must have visited the website of TSICET for counselling purpose and there you have seen a notice marked - Website under testing and observations and not for students. Here I would like to tell you that the website of TSICET is under maintenance or new changes are on there way to modify the website and because of this reason only the website is not for the students to use in hand . 

As you even want to know that when the counselling process for TSICET will start , as it has started in the last week of June and ends till first week of July so if you are a candidate you must apply for the same. 

Also due to maintenance work the website may not be useful for you but yes they'll definitely have some other mode of communication, through that you must keep in touch with them regularly.
