As you are aiming to get into top government colleges via NEET, do know that the qualifying marks and the marks required for getting a seat in college are two different things.
You can qualify NEET with marks around 200, but to secure a seat in college you must be having marks over 570-600 depending on your domicile. So, aim for that and study hard.
Coming to the topics you can skip, there isn't such a thing. You must have all round knowledge as the topics from which questions can be raised is uncertain. You can check previous year question papers and sample papers to know more about the same.

National Test Agency (NTA) will release the NEET Cut off along with the declaration of NEET result on June 5. As per last year NEET cut off, candidates belonging to UR category are required to score at least 119 marks (out of 720) in order to qualify NEET 2019, while OBC/SC/ST category candidates need a minimum of 96 marks to qualify. The cut-off would depend upon the type of college, if it's a government college the cut-off would be as high as 500+.
