See, if you want to participate in all india counseling and don't want to get any college from state quota, it is fine.
You can just apply in all india counseling
These are steps for all india counselling
Register yourself -------> Choice filling--------> Allotment process --------> Take admission

There are 3 rounds in all india counseling.
Both all india and state counseling are separate counsellings.
Some states conduct it online and some conduct it offline. As you haven't mentioned your state I can't tell you about it.
