sir without being a citizen of Orissa can I take admission in ojee counseling for b tech 4 years

Hello,
Yes, you are obviously eligible for the counseling under OJEE,  Every Candia who have a Indian citizenship are eligible for OJEE, it is just that state quota reservation won't be applied for outside state.
