Sir,I am asha I got 54 rank in pgecet in branch cs , and I am minority student......can I get seat in university? Which is best one?

I got 34 th rank ..In pgecet  in branch cs .Oc category .Any chance for getting top university or  can I write any university entrance exam please tell me
