As the scenario of NEET 2019 are very much similar to NEET 2017. In fact competition is tougher than 2017 as number of students have increased . as per my knowledge during that year students without karnataka domicile got admission till 520 marks. That mean around 25k all india rank. Let's wait till results. You can be hopeful for it but you cant be sure about it.
