Hi Manish

The 15% quota is All India Quota so you can take admission anywhere in india if your rank is under 15% by this quota. To take admission under 85 % quota you need residential certificate or caste certificate if you have .Of whichever state you have certificates(the updated ones) like(UP/Delhi)

you will use this certificate while your state counselling for 85% seats. If you have certificate of UP then your eligibility state is UP.And if you want admission in delhi then you must qualify for 15% All india quota.

Good luck
