AICTE or State board of technical education recognised Diploma of at least 3 years duration can apply for JEE Main & JEE Advance Entrance Exam also. You need to qualify JEE Main & then need to apply for JEE Advance as the diploma students can get admission in IITs only. You can check the furtehr information with the given below link.

Yes you can fillup for Jeemain and Jee Advanced however you cannot be eligible for IIT and NIT and CFTI as only science disciplines students are eligible. 

You can however get admission to other private engineering colleges but from first year of engineering.

Yeah definitely you can able to fill up the JEE MAINS form but make sure one thing that if suppose you entered in institute like IIT/ NIT or any other college / Universities via JEE Mains then you will be treated as a 12th passed students for the degree like B.E  /B.TECH.
