Well if you opt out of submitting the obc-ncl certificate, then you won't be considered a obc candidate, if it is still showing to uploa then either you change your category from obc to general or you do one thing just goto your tehsildar and get that certificate issued at the earliest. And do not upload ever any old certificate it will always cause you problems.
