The link which I provided you in your previous query, it is working, just check it carefully, for new registration there is a blue color button on top left corner of website showing "Click here for new Registration".

And this application process will continues till August 16th but yes it is the fact that there site is not working and so many students are complaining for this. So that they have made other portal from where students can apply and link for that is given below :-
