This time I have not permanent residence certificate and I want to apply for Anna University in other state quota. And its last date is 03/09/2020. Is PRC is necessary at the time of form filling or I can give this at the of Counciling.

You not need to submit caste certificate at the time of application . But you should submit your residence certificate at the time of counselling and if you belong to another state you will be regarded as non local and you will get seat as a non local quota and there are very less percentage for non local students and if you have reservation you will het a good seat in good college.
