Since you are from  general category so you can participate in the councelling process only on the basis of your common merit rank.
As you have mentioned your general rank is 1300 so i believe your common merit rank would be around 15 to 1600.with this rank you can definitely get admission in some of the muft colleges.you might land up in the following nift centres-
