Upes gives any domicile related reservations?

Yes it has domicile reservation for Uttarakhand Students. Officially the domicile reservation states:

15% of seats in all programs (subject to merit) are reserved for domiciled students from Uttarakhand subject to production of domicile certificate. However, in event of the seats remaining unfilled, the same shall be treated as unreserved. UPES has provision for providing 25% concession on Tuition Fee for Uttarakhand domicile students on merit-cum-means basis, to be decided by the University subject to fulfillment of the following conditions by the student: The student’s gross annual family income to less than Rs. 3 lakhs. The student should possess necessary documents attesting this fact The student should be in possession of a valid ‘SthaiNiwasPramanPatra’ from Uttarakhand state. The student should have done schooling and passed Class X and Class XII from Uttarakhand (this condition may be relaxed for wards of Defence personnel’s, subject to production of posting certificate outside the state issued by competent authority)
