If you have chosen Withdrawal from Counselling, that means thats you are not satisfied with your seat and you want to withdraw from all the counselling rounds and you'll not be considered for any kind of allotment. If you are allotted any seat your seat will be cancelled and will be treated as vacant. If you opt for Withdraw option in UPSEE Counselling, then you are withdrawing from all other remaining rounds of counselling and you are only eligible for Spot round counselling. So you can't participate in the 4th round of counselling process. You can only participate in Spot round.

Hello,

Withdrawal option means candidate not satisfying the seat allotment and stop to counselling. If you choose this option you are not allowed to consider any subsequent round for counselling.

So dear you cannot participate in 4th round.
