As you have cleared your 12th board. Now you are definitely eligible to apply for any graduation course. If we talk about B.EL.ED then yes you can definitely apply for that also ans as you are from OBC you can also get reservations there. Yes you can apply for integrated course in journalism in college for this course if you are interested in that. So you can apply for any course in which you are interested.

I was fail in English but overall pass by additional subject in 12th for language I have only Hindi to chose and I have history, sociology, political science , physical total percentage of top 5 subject 59% am I eligible for journalism course in Hindi ? Please explain the elibilty for this course I have confusion for its eligiblity please reply

Then sorry, you can't Apply for that until you get passed in 12th board examinations in each and every subject.
