We allotted mechanical in BITs Goa in forth round. Whether it is possible to get etc engineering or cs engineering after admission.

Yes it is definitely possible but very difficult. In the bits institution you get an option to upgrade your branch after the first year results.
If your results are among the top students then you can surely switch between branches.
But let me mention that it is very very difficult for anyone in college to top first year.
