Cut off Marks is the Minimum marks Required to qualify some exam if someone is talking about exams. 

If You see cutoff marks for some Institutes then It is the minimum marks required to apply for that institute or maybe minimum marks to take admission in that Institute. For Instance, if you consider cut off for DU is 99% then students whose marks are more than 99% are shortlisted for admission.
