Civil engineering and civil environmental engineering both design plans .civil engineering focus on development of buildings , roads , airports etc where as civil environmental engineering is that they create different projects and solve according to environmental issues. They are involved in efforts to improve recycling, waste disposal, public health, and water and air pollution control.

Civil engineering is basically all about development and construction of roads, bridges, building etc. Whereas civil environmental engineering is about the enhancing and solving environmental issues for the welfare of the people. 

Both have similar career opportunities. Both of these designs plans only differs at what they design as explained above. So, it's up to your interest what you want to pursue.
