Dear Jasleen,
Every university has it's own advantages and disadvantages but it depends on what you make of it. It depends on the people you hang out with and the choices that you make which makes the college safe or not, although in some very rare cases it may be the other way round. If the university environment is your only concern then it is up to you to decide.
Coming to the fees part , it depends on the course which you're going to take up. Normally, the fees ranges from 10k to 200k or even more and again they have scholarships for meritorious students.
