What is meant by leaking of charge from capacitor on reduction of insulating power of intervening medium?

Leaking of charge from the capacitor basically means gradual loss of charge in capacitor. Capacitor doesn't produce charge, it stores charge. Due to insulating power of a medium, a very small leakage current is produced, known as "insulation resistance". Hope this helped. Good luck.
