NC means NON CREAMY LAYER. OBC-NCL or NC refers to OBC category people who come under non-creamy layer.
if the applicant who is applying does not have his parents on a government job in Group A and Group B posts like Governor, President, Vice President, IPS, IAS, Professor etc and the annual salary income of the applicant’s parents is also less than 8 lakhs, then it is counted in non creamy reservation.
This is applicable to the categories like SC/ ST / OBC

SC-NC/ST-NC simply means that all the SC/ST students who comes under the criteria of Non Creamy (NC) Layer.
Now the question is what is Non Creamy Layer?
If the total family income of a student is less than 8 lakh per annum , then that student is considered to fall in non-creamy layer. Such families are entitled to a certificate of SC/ST/OBC non-creamy layer these are the categories which enjoy reservation.
Just few years back, this term(Non-creamy) was only associated with OBC category and SC/ST were given reservation without any further verification like 'creamy or non-creamy' but after 30 September 2018 these terms are also applied to the Scheduled Castes and Scheduled Tribes, it was argued that it is not on economic basis rather on the basis of untouchability or backwardness. This applied only in reservations in promotion and rest remain the same. In December 2019, the central govt has appealed in Supreme court against the previous order of applicability of creamy layer to the SC/ST quota.
This is what it means by SC-NC and ST-NC.
