           Around 10-15% seats are reserved for other state candidates passing UPSEE entrance exam. So if a candidate from other state pass UPSEE exam he is also eligible to appear for counselling. The candidate with highest rank in order gets preferred seats. 

Candidates, those pass the qualifying examination from outside UP & those parents (both Father & Mother) not have a domicile of UP can also apply for UPSEE counselling.But they are only eligible to get admission into 10% seats in Technology/Architecture courses in private institutions affiliated to AKTU.
