What is the bond kept by govt. doon medical college,dehradun for mbbs ug seats?

Students joining doon medical college will have to  be part of state govt. intiative for working in the hills as a compulsary part of internship programme of the medical college This comes from govt. announcement that students passing out of doon medical college will have to sign a bond stating that they will work in hills for 5 years, otherwise  they will not be given state registrations.In return of services they render for five years spent in the hills, they are guranteed fee subsidies and interest concession on education loans.Though violators are to be penalised, very seldom any action ensues.The penalty amount is 30 lakhs.
