IPU has not released any specific dates for the spot round yet. As you must be knowing, there will be a sliding round taking place before the spot round, whose result will be declared on the 5th of August (today). The candidates will have to report to the allocated institutes within 9th of August 2019.

The dates for the spot round will probably be declared after this.
