Dear Sir / Ma'm, the AIR means your All India Rank in the NEET based entirely on your score in the entrance test (irresepective of your category). The UR category rank means your rank among all the UR category candidates who had appeared for the test. It should be kept in mind that the counselling takes places on the basis of you AIR and not catgeory rank.
