what is the fee structure in psgias ? the said fee for uk/us/Australia in the website is for per year or the whole course completion? what's the scope after doing that degree of btech? is that recognised by aicte here in India?

You haven't mentioned the stream that you want to study in PSG IAS. Please check their brochure at: http://www.psgias.ac.in/wp-content/uploads/2018/12/general-information.pdf . The scope depends on the stream that you select in your B.Tech. PSG IAS is AICTE recognised.
