JEE Main 2019 exam is being conducted twice a year by NTA for the first time and this time scores will be normalized on the basis of Computer Based exam and two attempts.

It is difficult to tell you the expected cutoff or the minimum percentile required to get a seat. Also, the cutoff varies from college to college and depends on various factors.
