JEE examination is conducted by central government CBSE board for taking admission to NITs, IITs, IIITs etc and other government colleges. So only after giving the JEE Mains and after that if you have qualify that then you have to seat for JEE Advance.
And all the admissions to IITs and NITs are based on JEE Advance score.
