What is the purpose of domicile & when does it needed for taking admission in medical college?

Hello,
Except for the 15% AIQ, for the rest of the seats you need to have a state domicile to get an admission in an mbbs seat.

Any body can participate in counselling for admission in any private medical colleges in any state, but only on 85% seats. And you dont need any domicile for state quota counselling

As per the latest announcement made by DMER, those seeking admission in a medical college in the state will have to produce Domicile of Maharashtra certificate and mark sheets of their Std X and Std XII.

Does it mean that for taking admission under 85% state quota in govt. college no need of domicile? I belongs to Delhi & I have all the documents with delhi address, Still Is it necessary to have a domicile for admission in Delhi under 85% state quota? & to get a govt. medical college in UP under 85% state quota, does it also need of UP domicile while i have all the documents at Delhi address? Will it be legal?
