The provisional merit list is made purely on the basis of the entrance exam which you gave and not with combination of the board marks. The provisional merit list is made for the mop up round because some seats are left vacant which needs to be filled. Some students due to certain reason left the seats vacant. So these seats are further filled in the mop up round.
