Ridhi, you will have to select Gujarat as your place of Birth. This is because though you are living in Delhi, because you have been born in Gujarat, you will select Gujarat as your place of birth. This has got nothing to do with your domicile criteria because even if you were born in just one place but if you have lived in another place for quite considerable time and get their Institutional Quota, you will be eligible for the State's domicile. So in your case, even if you are born in Gujarat, if you have completed your 10th and 12th in Delhi, you will qualify for Delhi's domicile.

Place of Birth means the place where a person was born. The birth place and current residence of a person might not be same. But, when you are asked to put Place of Birth, then you have to put the place where you were born. As you told, you were born in Gujrat and started living in Delhi, then you have to put Gujrat as your place of birth.
