There is no such barrier of belonging to any specific stream when it comes to meeting the eligibility criteria of UPSC, if you pursue your career in the field of medicine, engineering, commerce you're as eligible as any other arts graduate, toppers in this exam come from diverse backgrounds, nevertheless if your aspiration is only to qualify UPSC, then having humanities backgrounds help a lot, as you're already acquainted with the subjects from 10+2 level, hence you can pursue graduation in subjects like political science, public administration, geography, economics, history, or even law is good option as it will also make you have a back-up plan in case you want to have, so in brief you can pursue graduation in any field as I said it's not compulsory to belong to specific stream, and why I say this, the reason being if you look at the toppers from the previous year they come from as diverse backgrounds as that of medicine, engineering, commerce etc, so this further states that for every aspirant the diligence, dedication, single-minded focus, and perseverance to qualify UPSC remains the same.
