when will iits release their branch wise closing ranks for 2019

Hello ,
It has been announced that the seat allocation will be finished by the 3rd week of July 2019.Hence we can say that the final list will come after the 3rd week of July after the counseling finishes.
The following are the basic steps for the seat allocation.Procedure of JEE Advanced 2019 Counselling and Seat Allotment

Step 1 - Registration -Firstly, the candidates will have to register for the counselling and seat allotment of JEE Advanced 2019 which will be conducted byJoSAA.To log in, the candidates will have to use theirJEE Main 2019roll number and JEE Advanced 2019 password. After checking all of the previously filled details, the candidates will have to reconfirm it.

Step 2 - Filling and Locking of Choices- Registered candidates will have to select their choice of colleges and courses as per their preference from the available ones. Arrangement of choices can also be done. After the candidates are sure of their selected choices, they will have to lock it.

Step 3 - Allotment of Seats- The authorities will conduct a mock allotment to let the candidates know their probable allotment as per their current choices. They will be able to make changes to their choices after the mock allotment. Allotment of seats will be done as per the merit, preferred choices, category and availability of seats. Seven rounds of allotment will be conducted by the authorities. After each allotment, the candidates will have to select their option from float, freeze and slide.

Step 4 - Reporting at Centres- The allotted candidates will have to download their allotment letter and pay the seat acceptance fee. Document verification will be done at their respective reporting centres. Finally, the candidates will have to report to their allotted institute for confirmation of seat.

so if u are saying that they will release closing ranks after the counselling ; so how we will select branches during counselling ....do we have to follow previous years data?
