There is no handwritten notes for GATE. You will get notes subject wise from lecture notes app or webpage for EE branch. You will get it for all subject for all semester.

You have to read and understand them. Those concepts will help you to solve questions. for conecpts, you can also search for video guide from Unacademy, Youtube, gradup. There are many other webpage who provide all kind of resource to prepare for GATE exam. Follow geeksforgeek for question bank.

you have to solve questions using concept. You will not get theory questions. mostly all the question will be numerical or tricky questions. you have to practice to solve them accurately in a stipulated time.

It would be better if you buy a guide from any publication. Pearson will be good as they give best solution with easy steps with clarification. get PDF version if you don't want to buy. follow that book and read in any way you want.

Most important is you have to use pen paper and solve questions. it might look easy but it is really not. To check your performance , keep appearing mock test.
